SUBJECT: Supplier Complaint and Corrective Action Procedure

PURPOSE: To establish guidelines for managing supplier complaints and implementing corrective action.
1. Overview: A department reports an issue with a supplier to the Shared Services Office Help Desk.

Each supplier complaint should be considered on a case by case basis by Procurement personnel and reviewed with the Category Lead to ensure that appropriate action is taken.
2. Process: When a complaint is received, Procurement personnel shall collect all pertinent information (what happened, who was involved, where and when did it occur, were there any witnesses, etc.) from the individual reporting the complaint. The underlying agreement and/or purchase order should be reviewed to ascertain whether the issue constitutes a breach and if the agreement/purchase order stipulates a specific remedy.
Routine matters such as one-time quality, delivery, or customer service issues may not require written documentation but must be addressed with the supplier. However, recurring issues and more serious matters must always be documented.
NOTE: For any complaint/incident involving a University employee, Procurement personnel shall immediately contact Employee and Labor Relations upon being made aware of the issue and prior to taking any action. Human Resource related issues include, but are not limited to complaints of, harassment, discrimination, and sexual misconduct (refer to University Policy 609 for definition purposes). If ever in doubt of whether a complaint constitutes a Human Resources matter, contact Employee and Labor Relations for guidance.
3. Other Items to Consider:

a. Badge Access: If supplier personnel have contractor badge access and are subsequently removed from the University’s account, Procurement personnel shall contact the Department of Safety and Security and Biological Sciences Division (BSD) Facilities, Design and Construction to deactivate badge access for University and BSD buildings respectively.
b. Shared Relationships: If a supplier relationship is shared with University of Chicago Medicine or with another affiliate such as Marine Biological Laboratory, Argonne National Laboratory, and/or Fermilab, then Procurement personnel shall use their best judgment to determine whether the other entity should be made aware of the supplier complaint and the action taken.
